This error is caused by conflicting data files. The error message lists two files which both define an item with the same ID. But each item in ASC must have a unique ID.
This situation can occur if you have more than one ASC installation and the data directories got mixed up. Please check the path of both data files and check if ASC is really supposed to read data from there.
